Before the Rains: Stormwater Rules Explained
Planning board members, engineers, contractors and municipal officials interested in stormwater issues are invited to a free workshop sponsored by the Catskill Watershed Corporation Wednesday, in Fleischmanns. La Cabana Mexican Restaurant. Check-in begins at 8:30. There is no charge for the workshop or the buffet lunch that follows, however, pre-registration is required by March 3. Go to www.cwconline.org, and click on the notice on the home page to register electronically. Call 845-586-1400 to obtain a paper registration form. Planning and zoning board members may use workshop hours towards their annual training requirement. The workshop will explain New York State and New York City Watershed regulations governing stormwater – why they matter in the pursuit of clean water, what the rules consist of and how they are enforced. When are Erosion and Sediment Control plans required for construction sites? What triggers the requirement for a Stormwater Pollution Prevention Plan (SWPPP) for a new building or other impervious surface? When is a certified on-site stormwater inspector needed? What are the responsibilities of the contractor, the designer, and the property owner? A preview of new standards for post-construction SWPPP design and maintenance will be offered by Carol Lamb-LaFay of the Office of Environmental Quality, Region IV, NYS Department of Environmental Conservation (DEC). The standards, which are expected to be implemented by the DEC later this year, will emphasize incorporating “green infrastructure” to maximize natural infiltration of runoff. Local municipal codes may have to be modified to reflect the new requirements. Joining her as a workshop presenter will be Joseph Damrath of the New York City Department of Environmental Protection (DEP). Damrath is Stormwater Program Supervisor for the West-of Hudson Watershed where he oversees a staff of five stormwater specialists and inspectors within the Regulatory and Engineering Programs Section. The CWC is a non-profit organization committed to protecting water resources, encouraging environmentally friendly economic development, and supporting watershed education in the New York City Watershed West of the Hudson River, a region encompassing parts of five counties – Delaware, Greene, Schoharie, Sullivan and Ulster. |

Movie Night – Swim for the River
Registration deadline: March 24 Cost: $5.00 per person Christopher Swain braved whitewater, sewage, snapping turtles, hydroelectric dams, homeland security patrols, factory outfalls, and PCB contamination to become the first person to swim the entire length of the Hudson River from the Adirondack Mountains to New York City. Swain's experience links together stories of the river, which begins in wilderness and ends in one of the nation's densest population centers. Through his journey, we see how ordinary citizens can and do make a difference through choices they make effecting the environment, and by joining together around a common cause. All programs are held at the Agroforestry Resource Center (located at 6055 Route 23 in Acra, New York) unless otherwise noted. Pre-registration is required for all programs by calling Cornell Cooperative Extension 518-622-9820 or emailing greene@cornell.edu. |
